Season Format: A structured schedule featuring regular-season games followed by playoffs to determine the league champion.

Operational Model: The league is structured to host a maximum of 10 franchises, ensuring geographic diversity and competitive balance. Governance Structure
League Management
Commissioner:
Responsible for overseeing all league operations, ensuring adherence to rules and regulations, and serving as the public face of the league, with support from the Deputy Commissioner.
Executive Board:
Comprised of a President, Chief Finance officer, Chief Operations Officer, Legal Advisor and Public Relations Officer and two independent advisors who are used for special Discipline or Rules Interpretation.
Responsibilities include approving major league decisions, budget oversight, and strategic planning.
B. Committees
To ensure smooth functioning, the league will establish several specialized committees:
Finance and Budget Committee:
Manages the league’s finances, audits, and ensures financial transparency.
Competition and Rules Committee:
Oversees game rules, competition structure, and player eligibility.
Oversees adherence to league’s BYLWS and any addendum annexed
subsequently.
Oversees adherence to the league’s Conduct Policy Handbook.
Marketing and Sponsorship Committee:
Develops league-wide marketing strategies and secures sponsorship deals.
Player Welfare and Discipline Committee:
Handles player-related issues, including welfare programs and disciplinary actions.
Broadcast and Media Rights Committee:
Negotiates broadcast agreements and ensures quality coverage of games.
These committees will be appointed by the Executive Board for which the Commissioner will be Ex Officio to all. The final say on committee selections will lie in the hands of the President.

The league provides comprehensive operational assistance to franchises, reducing their financial and logistical burdens:
A. Venue Management
League secures and covers costs for game-day venues, including the Belize Civic Center for Belize City teams.
B. Game-Day Staff
Referees, scorekeepers, and other officials are appointed and compensated by the league.
Centralized coordination ensures consistency and professionalism.
C. Marketing and Promotion
League-led campaigns to boost fan engagement and attendance.
Teams gain access to league-wide marketing resources, including social media platforms and promotional materials.
D. Travel and Accommodation
The league covers travel and lodging expenses for away games, ensuring teams can focus on performance rather than logistics. Lodging will only be confined to games that are at locations at the extremes like Punta Gorda and San Pedro.

Rental costs for practice facilities and associated utilities.


Player Eligibility
Player Management
Roster Rules:
Teams must maintain a 12-man roster, including 1 foreign player and 1 Naturalized Belizean player (After age 16).
To qualify as local, a player of Belizean Heritage must have attended 1 full year of Primary or High School in Belize to establish their Residency .
One (1) local player from the community that is under the age of 21. A primary school, high school or registered community organization must recognize and certify the player as being a part of the community.
ONLY One (1) Naturalized Belizean can be on any ONE Team.
If there is a dispute between a player and two teams, the league will settle disputes, with the residence and or work location of the player being the principal consideration on the final decision, in keeping with the league’s commitment to build communities and uplift local players.
Player Contracts:
All players must sign contracts or player agreement, submitted to and approved by the league.
Discipline and Conduct:
Players and staff must adhere to the league’s code of conduct as outlined in the Code of Conduct Handbook. Violations will be handled by the Commissioner who may refer case to be reviewed by the Player Welfare and Discipline Committee.

Start Date: February 1, 2025
First Roster Submission Deadline: February 16, 2025
Roster Adjustments
Adjustment Period: Teams may make additions or subtractions of up to 2 players per transaction for a fee of $100 per change.
Changes allowed until the end of the third game played by the team.
Final Roster Change: One additional change may be made no later than before the last three games of the regular season.
Playoff Eligibility
A player must participate in at least 3 regular-season games to qualify for the playoffs.

1. Bidding and Team Announcement
Bidding Start Date: January 23, 2025
Bidding End Date: January 27, 2025
All bids must adhere to the submission guidelines attached.
Team Announcement: January 28, 2025
Franchises will be publicly announced, marking the beginning of team preparations.


How to Apply
. Bidding and Registration:
Franchises will bid for slots, with a $500 (non refundable) bidding document fee. Successful Franchises will pay a a Fifteen Thousand Dollars ($15,000) registration fee.
Documents are available on the league’s website at www.belizepremierbasketball.com/prospectus or upon request from league officers.
Bidding is open to ALL applicants.
2 Slots are available in a districts (including Belmopan) and 3 slots for Belize City.
Successful franchise owners will sign a binding agreement outlining operational responsibilities.
Ensure compliance with league rules and regulations, including player contracts and financial obligations in accordance with the BPBL BYLAWS and Code of Conduct Handbook.
All league contracts will be for Five (5) years with a review for mutual dissolution at the end of the Third (3rd) year. This document has a league option clause embedded.
